We do not live in a post-colonial world. We live in a world where the West continues to hold onto its colonies, while simultaneously advocating free trade and corporate globalization. This is a world in which both old and new forms of colonialism co-exist.
The business model is simple, and works again and again, transferring wealth out of the originating area and back to the providers of capital in the West.
Poor areas with a non left wing administration are easiest for wealth removal.
1. Grease the palms of those who have power with various contracts/loans/grants/aid and kit for the military/police.
This is the 'foot in the door' phase, and has the most competition amongst Western colonialists (Like France and Russia beat you to Iraq) Cherrypicking the best overseas resource.
2.Tie the granting of that money to the most efficient exploitable resource.
It may be cheap labour close to shipping areas, or a natural resource (oil), in more developed 3rd world countries it can be linked to water/electricty/ essential infrastructure ownership.
Couple this to no rights for workers, and none of this enviromental and regulations rubbish that increase costs.
3.Pay workers a pittance for the production of this commodity, then transport it to a more developed country to achieve the highest profit possible.
The 3rd world country sees no significant improvement in living standards because of low wages, while environmental conditions deteriorate.
Local population gets annoyed at constantly living in shit and starts to protest.
4.3rd world Government asks for help and receives military/police assistance and assistance for infrastructure development in the shape of loans, that need repaid.
Situation stabilises.
3rd world country needs constant new loans as no serious wealth staying in-country, it all gets shipped overseas, debt levels continue to increase.
The only 3rd world organisation in the world that actually circumvented this vicious cicle was OPEC, resulting in the oil crisis that crippled the Western economies in no time at all, and resulted in some serious cashflow for the middle east.
OPEC is now being handled by the West via the divide and conquer strategy.
The great thing about the Corporate Colonial system is that 95% of it is administered locally, no army needs to be sent in.
Workers that protest, even en-masse, can be left to starve for a while, until production is resumed.

While Cuba cannot be called utopia by any stretch of the imagination, the system there has protected its population from the chaos that similarly sized countries in the carribean region have suffered from over the last 40 years.
As far as stability and safety for your family is concerned, Cuba is one of the best places you could have lived in in the Carribean, Central and South American areas over the last 40 years.
